Toegye-dong Community Center

실용적인 기념비
대상지는 춘천 진입도로와 남춘천역에 인접한 곳으로 춘천시의 첫인상을 형성하는 핵심 공간이다. 또한 대상지의 남서측은 공원과 접해 있어 도시와 공원을 연결하는 거점 공간이기도 하다. 이러한 장소성은 새롭게 들어설 행정복지센터에 상징과 기능의 전략적 균형을 요구한다.
대상지는 대로(남춘로)와 상업지역도로(남춘로5번길)를 연결하는 도로에 의해 두 개의 영역으로 분리된다. 각각은 서로 다른 주변 환경과 마주하는데, 하나는 도시를 향하고 다른 하나는 공원을 향한다. 주변과 열린 관계를 형성하기 위해 도시와 마주한 부분은 다양한 지역 행사를 수용할 수 있는 광장(도시의 연장)으로 기능하고, 공원과 마주한 부분은 인근 주민들의 휴식을 위한 녹지(공원의 연장)로 작동한다. 그 사이에 놓인 행정복지센터는 지렛대 같은 기하학적 구성으로 지면을 점유하는 건물의 면적을 최소화하면서 둘 사이(광장과 녹지)의 대화를 중재한다. 광장과 녹지로 돌출한 캔틸레버는 도시와 공원을 향한 매력적인 조망을 제공하며, 기둥에 의해 간섭받지 않는 자유로운 하부 공간을 허락하기 위해 철골 트러스로 지지된다.
경춘선을 향한 남동측면은 반사 유리로 마감한 거대한 반사체로 낮에는 외부 풍경(도시의 전경)을 담는 캔버스로, 밤에는 내부 풍경(다양한 문화 행위들)을 도시의 행인들에게 드러내는 스크린으로 작동한다. 녹지와 연결된 외부 경사로, 광장과 연결된 관통형 계단 그리고 아트리움을 가로지르는 내부 경사로는 주민 공간에 독립적인 동선을 제공하며, 주변과 도시를 새로운 시점에 경험할 수 있는 기회를 제공한다.
단순한 기하학의 동적 구성으로 출현한 행정복지센터는 상징과 기능을 동시에 충족하는 “실용적인 기념비”로 대상지와 그 주변을 재발견하고 새롭게 하는 시작을 알리며, 주변과의 열린 관계를 통해 대지와 건축의 공공성을 강화한다.

Pragmatic Monument
The site is adjacent to the Chuncheon access road and Namchuncheon Station, and is a key space that forms the first impression of Chuncheon City. In addition, the southwest side of the site is adjacent to a park, so it is also a hub space connecting the city and the park. This placeness requires a strategic balance between symbol and function in the newly built community center.
The site is divided into two areas by a road connecting the main road (Namchun-ro) and the commercial area road (Namchun-ro 5beon-gil). Each faces a different surrounding, one facing the city and the other facing the park. In order to form an open relationship with the surroundings, the part facing the city functions as a plaza(an extension of the city) that can accommodate various local events, and the part facing the park functions as a green space(an extension of the park) for the rest of nearby residents. The community center, located in between, mediates the dialogue between the two(the plaza and the green space) by minimizing the area of the building occupying the ground with a lever-like geometric composition. The cantilever overhangs the plaza and green space, providing attractive views towards the city and park, and is supported by steel trusses to allow free lower space uninterrupted by columns. The southeastern side facing the Gyeongchun Line is a huge reflector finished with reflective glass, which acts as a canvas to capture the exterior scenery(the panoramic view of the city) during the day, and as a screen to reveal the interior scenery(various cultural activities) to passers-by in the city at night. The external ramp connected to the green space, the penetrating staircase connected to the plaza, and the internal ramp crossing the atrium provide independent circulation to the resident space and the opportunity to experience the surroundings and the city from a new perspective.
The community center, which emerged as a dynamic composition of simple geometry, is a “Pragmatic Monument” that fulfills both symbolism and function, signaling the beginning of rediscovery and renewal of the site and surroundings, and strengthening the publicness of the site and architecture through open relationships with the surroundings.
