프로젝트에서는 단순한 기능적 공간을 넘어 자연경관을 느끼고 감상하는 하나의 공간적 장치로서 ‘Nature Gallery’ 개념을 구현하였다.
대지의 동쪽으로는 동해와 청초호, 속초 시가지가 펼쳐지는 파노라마 경관이 형성되고, 서쪽으로는 병풍처럼 둘러선 설악산의 장엄한 풍경이 자리하고 있다. 이러한 천혜의 자연경관을 차경하여 건축 내부로 끌어들이고, 다양한 창의 프레임을 통해 건물 전체가 자연을 감상하는 풍경 갤러리로 작동하도록 계획하였다.
이러한 천혜의 자연경관으로 둘러싸인 보훈회관은 국가를 위해 헌신한 분들의 숭고한 희생을 기억하고 존경과 예우를 담는 공간으로 기능하도록 했고, 자연을 활용한 치유 환경 속에서 보훈회원과 가족들이 휴식과 여가의 시간을 보내며 다양한 커뮤니티 공간을 통해 활발한 교류와 소통이 이루어지는 보훈 공동체의 중심 공간으로 구성하였다.
동시에 시민들에게는 나라사랑과 희생정신의 가치를 배우고 공감할 수 있는 공공 교육의 장으로서 지역사회와 함께하는 열린 커뮤니티 공간이 되도록 설계하였다.

In this project, the concept of a “Nature Gallery” was developed not simply as a functional space, but as a spatial device through which nature could be experienced and appreciated.

To the east, the site opens to a panoramic view of the East Sea, Cheongcho Lake, and the cityscape of Sokcho. To the west, the majestic landscape of Seoraksan rises like a folding screen. The design responds to these exceptional natural surroundings by borrowing the scenery and drawing it into the building. Through a variety of framed openings, the entire building was planned to function as a gallery of landscapes, allowing nature itself to be viewed and enjoyed from within.
Surrounded by this remarkable setting, the Veterans Hall was conceived as a place that remembers the noble sacrifice of those who devoted themselves to the nation, while expressing respect and honor for their service. At the same time, it was planned as a healing environment shaped by nature, where veterans and their families can enjoy rest and leisure, and where active exchange and communication can take place through a range of community spaces, making it a central place for the veterans’ community. 
It was also designed as an open community space for local citizens—a place of public education where people can learn
about and reflect on the values of patriotism and sacrifice, and where the building can grow together with the local community.
