설계의도를 끝까지 지켜낸 공공건축
신등119지역대는 긴급출동이라는 기능성과 소방대원의 생활환경을 함께 담아낸 공공건축이다. 단계리 마을을 향해 뻗어나가는 속도감 있는 매스는 신속한 출동의 이미지를 형상화했으며, 차고와 출동동선, 생활공간을 기능에 따라 명확히 구분해 대응 효율과 근무환경의 쾌적성을 동시에 확보했다. 생활공간은 충분한 채광과 조망을 확보하고, 발코니와 테라스를 통해 자연과 유기적으로 연결되도록 계획함으로써, 긴장감 높은 업무를 수행하는 소방대원들이 심리적·신체적으로 회복할 수 있는 환경을 마련했다.

이 프로젝트의 가장 큰 의미는 설계공모 당선 안의 개념과 공간구성이 준공까지 거의 변형 없이 구현됐다는 점이다. 설계 단계부터 기능성과 시공성, 예산, 유지관리까지 충분히 검토한 계획을 제안하였고, 설계자는 공사 전 과정에 참여하며 ‘설계의도 구현 제도’를 통해 디자인의 완성도를 지속적으로 관리하였다. 발주처 담당 주무관 역시 설계의도가 현장에서 훼손되지 않도록 적극적으로 협의와 조율을 이어갔다.

신등119지역대는 작은 규모의 공공건축이라도 설계자와 발주기관의 긴밀한 협업, 그리고 설계의도 구현 제도가 뒷받침된다면 설계공모 당시의 건축적 가치와 디자인 품질을 충실히 실현할 수 있음을 보여주는 모범적이 사례라 할 수 있다.

Public Architecture That Preserved Its Design Intent
Sindeung 119 Fire Station is a public building that combines the operational demands of emergency response with a supportive living environment for firefighters. The dynamic building mass extends toward Dangye-ri Village, expressing the speed and urgency of emergency dispatch. The vehicle bays, response routes, and living quarters are clearly organized according to function, improving operational efficiency while also providing a comfortable place for rest. The living spaces are connected to the surrounding environment through natural light, open views, balconies, and terraces. These elements create a restorative setting for firefighters who work under constant pressure and tension.

 
The greatest significance of the project lies in the fact that the concept and spatial organization of the competition-winning proposal were maintained almost unchanged through to completion. From the initial design stage, the proposal carefully considered functionality, constructability, budget, and long-term maintenance. The architect remained involved throughout the construction process, continuously managing the quality of the design through the formal process for implementing the architect’s design intent. The public official in charge at the client agency also actively coordinated with the construction team to prevent the original design intent from being compromised on site.

Sindeung 119 Fire Station demonstrates that even a small-scale public building can preserve the architectural value and design quality of its competition proposal when clocollaboration between the architect and the client is supported by a formal process for implementing the architect’s design intent.
